Is this guy really this stupid? NOT an April fools joke

Unfortunatley this guy is a congressman from here in Ga. and this is not an April fools joke.

Watch clip and pay particular attention around 1:15 or so.

He actually asked if the island of Guam might tip over from over over population!

Excuse me Mr congressman, it is an island.  It is attached to the floor the ocean.  It is not some dirt and tree covered floating barge in the middle of the Pacific!

At first I thought this was still an April Fool's joke but then I did a quick search and found further reference to it in Google results.  I'm not surprised by anything these days.

Apparently so.

If my calculations are right... Guam has just over 1 person per acre.  Sure is overcrowded!  (Unlike Rhode Island or Manhattan.  LOL!)

According to Rush he's got Hepatitus C really bad and this has impacted his brain. However my wife had it, took some shots and got over it so I don't know if it's just that he couldn't get health care and that's why he ran for office or there's something else that rotted his brain out.
